The first thought to mind concerning the origin is 'modern Chinese'. And pure speculation might suggest that 'MA' could simply be the common endearment for mother .. 'The proverbial "first word" of an infant often sounds like "ma" or "mama." MA is abbreviation for myyaki ankiya which is chinese for "if you like me, buy me, I am chinese if you please".

There are lots and lots of frit weights around with various names and initials and designs. In some the name clearly indicates a northern European origin, and these probably come from Belgium / Alsace / Czech Republic. I recall Gary McClanahan giving a talk to a PCA Convention where he said he had identified 'over 130' US Mid West glass factories who had made some frit paperweights! So I doubt you will determine exactly who made this paperweight.
I have not seen any on offer from China, though.
