I can find one reference to 'a&co b'.
Quote
An English hand-painted glass condiments jar depicting a camel and driver on the Giza Plateau, fitted with a silverplate lid marked "EPNS/A&Co.B/Made in England"

Might be English then? I wonder if the 'B' might stand for Birmingham?

Might it be Asprey & Co.?

See: http://www.silvercollection.it/electroplatesilver.html#ASPREY

Not B for Birmingham according to this.... http://www.silvercollection.it/dictionarysilverplatesymbols.html

But there is a mark for "B" meaning third quality

A really good buy if Asprey. The decoration looks stenciled on?

Probably not Asprey; that's always been top-quality and this is EPNS not silver plate. It's probably Abrahams & Co. of Birmingham

The glass looks Bohemian/Czech and yes the decor does look like spritz decor.

Never seen Spritzdecor on bohemian pieces... Wonder if we got three companies involved here:
one for the glass, one for the decor, one for the metal work?

You can get free appraisals from Auction houses. ;)

I've looked around but couldn't find the exact same mark, there are a few companies that use the initials, maybe posting on a silver forum might help... http://collectable-website-links.blogspot.co.uk/search/label/Silver

It's not silver TC. EPNS does not contain any silver http://en.wikipedia.org/wiki/Nickel_silver

Many silver forums have silver plated sections which i'm sure includes EPNS marks.
