Is the moulding fairly rough?

If so, they kinda remind me of those Victorian tankards that were sold containing jam or mustard with a cork or waxed cardboard lid.  I have a couple in a box somewhere, and one of them has uranium in it.  My recollection is that they are 1870s-80s French or Belgian or something like.
