Title: Is my paperweight possibly a Selkirk?

Hi, I'm new to this so please be kind. O recently bought this large, heavy paperweight. It is 3.5 inches across and high (9cm) and weighs 1032 grams. It is very beautiful and clear. Could  someone please help me to identify it?

A base shot would be good, but IMHO it has all the hallmarks of a modern Chinese paperweight: the gold, the blue, the single colour, the bubble and the slightly sloppy execution.

It's muttering "Royal Crest" at me, which would be modern Chinese.
