Hi Joe  :)
I can't see how it would be for a lab in any way at all - lab glass does not tend to have any decoration on it, beyond measuring marks. I suppose it could be used as a specimen jar, but the decorated base part might occlude viewing.

To be honest i wasnt sure what they are used for so i guessed i didnt think they were vases or glasses for spirits etc and ran out of ideas?
is it possible they are just decoration or would theyhave a practical use?

They may have been sold containing food or something and designed to be kept for reuse. The 18 is either the height (you haven't given dimensions) or the number of the machine that produced them. The base is not cut.
