Title: Solid silver overlay on a small vase im stumped????

Picked up this small 4" vase from a new friend today and paid a fair sum for it im very intrigued to find out what the technique for producing such unusual glass is called as ive seen nothing similar before any ideas as to date or country of origin for manufacture im also in the dark on this. The silver is stamped 925 and in places worn through on the tips of the organic leaf decoration so appears of good age i think. The glass is very fine with the most unusual colours when held to a light. Seems very well made whoever made it but from my searching i think it may be from france but not sure at all?
