    can anyone please tell me who made this weight, i was thinking scottish , Vasart,strathearn perthshire?

Standard design. 

Came in three sizes (Large - designation P14, Medium P15 and Miniature P16 (this looks to be the large), and with various coloured bases, all with the random cane patterns.
