Very Large Cobalt Bottle/Decanter? Ideas on age   

Hello, any ideas, Ive seen one as 1900s Bristol blue decanter???,  as you can see in pictures below it is a sort of large bell shape with thick rim and unusual design on base, it is a lovely cobalt colour especially around top and bottom(my camera dosent read cobalt/Bristol blue, it’s a lot lighter in my pictures than it should be). I don’t know anything about bottles so any info would be great, thanks in advance  Simon
Size is about  12” tall, 3” on rim and 6“on base, about 1kg in weight

Looks like the base of a hookah pipe.
