This came by way of a misc box lot auction purchase. Too bad it's busted. :'(
Any help on who made it. There is a signature but I'm baffled. Thought it was 'Toucharm' but searching the web didn't turn up anything. Not sure if the signature is the maker, decorator, or what? It's just under 4" across.
I think it's evident the blue is a layer of glass that's been taken away. I believe it's acid etched to this relief. Would you call this cameo? It's not as pretty as some of the E. Galle cameo glass but I figure it's derivative work, probably French art nouveau.

Well, it helps to try a few different spellings, LOL. The signature is 'Touchard', with a 'D' at the end. GMB member Thomas ran into one a few years ago in this thread: http://www.glassmessages.com/index.php?topic=44168.0
Now that I have the name right, I get several hits. Apparently French, and circa 1900, which is what I'd expect.

Wow - great sleuthing! Flying-free has posted a very similar item - as yet unidentified, I think, in clear and deep cranberry/ruby, with birds on.
I'll have a hunt to try to link these threads!
