Title: What Is This? Smaller Vase, Lattice, Blue and Green, Clear Coating, Italian?

Hello - Thank you in advance for your expertise. 

It's a smaller vase at 6 inches tall, heavy for its size, with lattice design, blue and green, with layer of clear glass on top.  Ground bottom, no markings.  Maybe Italian?

That base looks matte rather than shiny, so my vote is for Chinese

No, but often. The quality of the twists doesn't look too good either

Thank you for your expertise.  Glad I didn't pay more than $5 for this vase!  I did not know how prevalent the Chinese imports are today.  Any other tips on identifying the Chinese vs. Italian glassware?
