Hi.  There have been various makers of these paperweights enclosing animated figures, in various countries. The most common is the turtle, often attributed to Gillinder - which I think is correct for those examples where the circular paperweight is held in a frosted glass hand.  The simple turtles and rarer items such as horses and elephants may be from a different maker - or makers.  I think this type of paperweight was made in Europe, as well as the USA.  They date anywhere from the late 1800s to, I believe, as late as 1950.
