well the questions in the title. It has the correct wear to the base for an art nouveau piece.

Found this in my trawling. Someone else has a French angle? Whose it by though? That's the fun of glass, always opportunities to expand your knowledge.

I wouldn't ignore Austria.  Some very similar looking pottery vases were made in Teplitz circa 1900.
