Title: identification help ( vase ? )

Hi all , i am a collector of mainly drinking glasses and decanters , but someone has asked me to help I.D this piece (to be honest its totally out my area and i have no idea).
 it has no identification marks at all and stands around 9" tall -the piece hanging from the front has been coloured to look like bronze.

any help in identifying this piece would be gratefully received  :)

It looks Romanian. They seem to like "bronze" and glass

I agree with Christine.

Dan Bancila is one name to look up.
the other might be Ioan Nemtoi and that might lead to other names.

many thanks for the help and names (now the research starts -which for me is the fun part :) ) , any other names anyone can think of thro them in :)
