Hi Adam,
I have a very similar Piece and another which is a miniature with the clouds in black, signed NEMUNAS 97- this must be a cooperative or Joint venture of 1 or more makers.
A signature like this leads to Mr. Kriukas in Lithunia, who makes paperweights since the  1990ies and is spearhead of the Lithunian glass makers. I am not sure but pieces for Export may be scratch signed or numbered, but there are unsigned ones around.
Very clear glass and excellent polishing of the relatively small circle stand area are their trademark.

my board is typing random capital letters...
Kind regards E. from Austria

....forgot to say, please compare this artist's voluminous Website, http://glasremis.lt/index.php/english/authors-works/remigijus-kriukas-2
with the actual state of development, things have changed since the 1990ies! cheers E.

Hi Adam, I'm wondering if your weight is Strathearn. Pictured is a Strathearn candle holder I have. It is 3 3/8ins high and 2 1/2ins diameter with a polished base and similar spray of bubbles design.
