I'm afraid it's a marriage and not a very good one.  :'(  The base is pressed and part of a cake stand or just a plate into which a hole has been drilled. It's probably 50 years newer than the base (mid 20th C). The base could be Bohemian or English (late 19th C), though I lean more towards Bohemian, and should be hanging from a much larger assembly.

It is common to find a hanging basket with a metal base attached, to stick it to something else?  ???

I just love these i have a collection of cannibalised glass, broken or glass changed to match the fashions of the day, the top looks like a 19c hanging basket and the plate a pressed glass cake stand as Lustrousstone stated i've just sold one in green.

The one i've posted here is a uranium glass thorn vase with a similar brass attatchment like yours
