Title: Enamelled decanter/vase? Now a lamp

Long past any former glory..and still uncleaned internally. Was this a decanter or vase? It has remnants of what looks like ring of red wine. It is heavy..perhaps too heavy for decanter. It is 30cm high. It came in a job lot with some other items of varying age but mostly of real quality, so I thought I'd better check it out.
Any help with ID welcome.

It looks like a hookah base to me.

 Wow, flyingfree you are so clearly correct.... That accounts for the sturdy base .I just didn't see it.

it doesn't look that new to me either.  But it's hard to tell from the pics.
Can you do a clear side on shot of the piece please to show the shape and decoration
and one close up of the enamelling please if you have time?
