I'm having a bad day with my photo's, i have no idea what this is it has a lot of wear to the outer rim of the base and the inner base, it's 6 1/2 inches in height 2 1/4 inches across the rim and 2 3/8ths across the base :(

the pix are better in view of the dark background - you've achieved some contrast which shows details more clearly. :)
My opinion is that this could have only two possible uses - either for drinking or as a stem vase, and in view of what appears to be some iron/rust staining at the bottom on the inside, then perahps the latter, although I suppose it could be used as a champers flute.
The decoration looks to be poor quality wheel engraving - and regret I can't see if there is a pontil depression or a mould finish foot, and you don't divulge (always best to comment on this point as it's an important aspect of manufacture and helps to date pieces).
As to age, can't really help, but probably not that recent in view of the wear - perhaps somewhere in the first half of the C20
Whichever, I don't think its going to fund your pension. ;)

Hollow Stem Champagne Flutes are the same shape. Bit of steradent (teeth are all mine ;)) took the muck out of the ones I had.
