I don't know where you are located, but I have one that looks similar to this - down to the felt base. Mine is a hollow glass dome, which has been then filled from the bottom with australian dried wildflowers - artistically arranged! and then felt at the base to keep it all in. Mine is probably 50+ years old I'd guess .

Don't have a photo handy and its packed away in the shed at the moment - sorry.

The flowers in the photo just look as if they could be silk or similar??

I think these are porcelain flowers like the sort found on brooches (https://www.google.co.uk/search?q=porcelain+flower+brooch&espv=210&es_sm=93&tbm=isch&tbo=u&source=univ&sa=X&ei=fTHuUrHIFo_B7Abdx4DACA&ved=0CEEQsAQ&biw=1366&bih=681) and ornaments

My guts suspected porcelain flowers at first, but could they be printed and pressed into shape cardboard/fine papier mache?

They can't be in molten glass I don't think.  I think they will be like mine. A beautiful optic dome of glass, with a hollow underneath.made separately,  Then when cold filled from the base with whatever decoration is chosen, and sealed closed with felt base. Will look in the shed for mine and post some photos. May be a day or two. Getting hot again. Not good to be fossicking in a tin shed when it is 100f 🌞

Porcelain in glass would be OK I think; that's basically what sulphides are.
