I'd say Paul Ysart, from the Monart period.

I agree with Nick.

The very "crunchy" pontil scar is typical for many Monart period Paul Ysart weights and many folk believe it suggests the pre-war Monart period (early to late 1930s for weights).

I guess as long as he doesn't start talking to himself, having two ID's will be ok ;D  But one quoting the other is a little strange!
