Here's a bit of an odd one.
It has a tag on bottom that says Helen Grace #51. When I google Helen grace, I find a British soap actress from the 90's, and a candy shop chain, here in the states.
Neither really makes sense to me. The weight seems much too old to be connected to the actress, and doesn't really feel like candy.
Perhaps the Helen grace was the name of a gift shop, not the maker.
the piece is quite large. 4" across, 3 1/2" high.
The butterfly seems like "lamp work" "torch work", and is just below the upper surface, whereas the millefiori is floating about 1/3 from the bottom.
I'm uploading two bottom shots, (to make Anne happy, lol).
Any ideas anyone?

It has a typical Chinese butterfly over typical Chinese canes, so I would vote for it being Chinese.

This is definitely a Chinese paperweight as Alan says and they have been sold under several different trade names so I am wondwering if Helen Grace is one of these ?

I would agree that "Helen Grace" is likely to be a trade name of some sort and I would think it is very likely in the USA. It might be a name used by a bulk importer rather than a smaller gift trade name.
