Title: ID Help need

This miniature paperweight has me puzzled.  My first thought was Chinese.  After studying it the canes seem to be too complex for Chinese.  Also I find the use of the 5 lobbed white canes in each of the bundles to be interesting.  So far I haven't found reference to a maker using these canes in any of my references. Bottom is flat and polished and not irregular like many Chinese. Size is 1 13/16"dia (47mm) by 7/8"high (23mm).  Your assistance will be appreciated.

Most collectors believe these are from China because of the style of cane and flat shape, but I personally believe that they originated somewhere in Europe, probably Bohemia.  Part of my belief is because they have clear glass and often a finished base.  They have been around since at least 1950.
