Hi incazzatonero

Its certainly a design that Peter Holmes uses - here is my copy ( sorry for the poor photo)
that he made at a Broadfield House museum paperweight day a few years back.
Mine has a cobalt blue ground.

I agree that Peter Holmes is a strong possibility, but it could be  a William Manson / Scotia piece.

You could email them and ask, but I would lean to Willie Manson - Scotia because of the base.  It doesn't look like a Peter base to me, and doesn't look bad enough to of not been signed by Peter is it is Selkirk/Borders, and I've seen Scotia's with just a label, which is easily lost......
