Here is an IOW vase black azurine - as you can see is a fine spray of tiny chips or pitting to base - not to polished part with sticker, just around the bottom half, not even touching gold leaf - is this usual, is it damage?

Hard to tell from the pic if they are the result of a tiny air bubble having been in the glass, or just fleabites which might be considered to be age-related wear, as they are on the base.

They are not air bubbles - more like fleabites as you say, but such an even spray it's strange - I consider them damage and will be taking item back to seller

One of the bits does look completely round, and if the edges are not sharp, it could easily be an air bubble on the surface which has broken and collapsed under annealling. But if all the other little white things are also dents, and they're on the body, not just around the edge of the base, then it is more likely to be damage.
Maybe it got propped inside something at one point in time?
