Title: Perthshire P/W

I think this is a Perthshire P/W but wanted it confirming . Its 2.5 inch dia and 1.750 inches tall with a fire polished concave base.
  The 10 radial twists separate the canes into a 1-1-2-2 configuration and the P/W has an opaque blue base. No P cane.

You're quite correct, it's a pre 1978 PP2.

For accuracy, the configuration is: "1-2-2".  Only the canes in the spoke sections are counted.
