Title: Lemon YELLOW vase with footed paperweight base signed???

Any help identifying this vase would be greatly appreciated.
The vase stands 1 foot tall.
Purchased at an estate sale near Asheville, North Carolina (USA).

Possible first name 'Barbara' date appears to me 1999.
