Title: Encased tubes drawn to the center - Any suggestions?

Hello all,

I've had this piece around for a while and I have yet to identify maker. It has wear consistent with some age, guessing late 19th early 20th. Displays green fluorescence under blacklight and rests on a flat semi-polished base. The alternating cobalt & white tubes radiate from the center and seem as if they had been pulled from the top. It is roughly 2-7/8" in diameter & 1-5/8" tall.

Hi.  I have seen similar wear on 1970s Strathearns, so I would not assume it is old just from that, but to me the general style does look pre-1950s.  The fluorescence suggest soda-lime glass, and that plus the flat base might mean Murano.  However, the glass quality is rather poor, so it may be an early 20th century mid European item.  Sorry to be so vague!
