Can anyone help this person out or even just ID maker/date. Slumped, Chance?

It's not Chance. I have seen these around, but not a Glasgow one. Scotland ones, a special ltd. edn, one  commemorating Captain Cook's journey... I don't know tha maker, Frank. The glass is thicker than Chance, and there is no gilding on the edges.

If I do see a Glasgow one, I'll grab it.

$1000 seems a good incentive.

I only see them on the bottom shelves on charity shops gathering dust, because they don't sell at £1.99.

Is that what they're offering for one? I didn't read anything about money. Just looked at the plate. And I most certainly wouldn't expect any profit for just helping somebody out. :)
