Not sure if that's even the right description?
Seems well made for Chinese. Could it be Czech maybe ?

I think it's definitely European. I need to check some books to go further than that.

Hi. I agree it is European, but it may be difficult to narrow it down to a specific country.  According to Peter von Brackel's first book, broadly similar facetted designs were made in Czechoslovakia, Bohemia, Thuringia, and Silesia.  Date is probably first quarter 20th century.

It is in excellent condition so surprised it quite old.
