I was thinking maybe Ysart/Vasart as the orange background colour looks right to me as does the canes , I hope lol, 9 inches tall stopper missing

Wow! That is fascinating ... just the sort of thing I like for my collection and research.
Yes, the canes are certainly "Salvador type", in as much as similar ones can be seen in many weights from Ysart Brothers (Vasart) 1946 - 1956, or maybe even some items from pre-war years. Also, the way the canes are set (rather scruffy, in my view) is quite typical of some items from those years.
And the setting of the decorative base section reminds me of the items that I think are "candle holders". See: Strange paperweight item (http://www.glassmessages.com/index.php/topic,33593.msg181794.html#msg181794)

thanks Kev, I thought it was Ysart, I take it its quite rare even though its not complete as I haven't seen a decanter like this by the ysarts , im sure there plenty out there just I haven't seen any only ever see inkwells and weights

I have never seen a decanter by any of the Ysart men.
I've seen a couple of Jugs, decorated allover in twists, which have caused a fair bit of discussion ... but no decanters ... until now.
