Title: Signed white glass fish help please. ID = Armando Jacobino for Oy Kumela

Can anyone help me with this please, i thought it modern but it's signed and i think dated 61 or 67, there are two bits of writing on it the second is very faint.

It's 4 1/2 inches in height.
