What AM I looking at? Is it an eye bath (it has the perfect ahem cup for that) or is it a novelty tooth pick holder? As the inside is conical it would not accommodate many tooth picks... And do we think these exist in a male version as well? The height is 6 cm, the cup is 4x3 cm (sorry no imperial equivalent)

the rim makes me think not an eye bath - all those that I can see have an elliptical shape, and the capacity of this one looks larger than most. Too small for cigarettes, and too large an opening for an inkwell, and probably too small a capacity for a salt.
I'd suggest mid C20 and agree quite likely a novelty tooth pick holder - tooth picks look to be very similar to cocktail sticks, so imagine reasonable quantity would fit in this one.
perhaps this designed to pass round at orgies - but think the extra tooling for male version would preclude it as a profitable venture. ;)

sounds risque saying to the vicar's wife, after the meal - 'would you like a little..............' rather than toothpick.
