Please help me to identify this piece.  Measures 8 1/2" (21.5 cm) tall.  Thanks!

Odds are 90%+ that its Tiffin Modern. In approx 1960 they started moving the ball connector off the base in a slightly mid-stem location & domed bases appeared especially on modern candlesticks.
