This is a very pretty piece on eBay. And, yes I asked if I could post some photos here.
The seller thinks it's an Italia piece, is reading the signature as Fratelli, and is reading the 10/80 as a limited edition.
I think it's more likely Scottish/British or American Studio piece, and that the 10/80 is more likely a date, Oct 1980.
Any thoughts?

my opinion on the signature is that it is not fratelli - probably wishful thinking on the part of the seller. I do agree with you about the 10/80, but would agree that it is Italian looking. on the other hand, if the signature is frieman as it appears to me, then possibilities widen.

To me it feels like an early version of Micheal Harris's Isle of Wyte. But the signature certainly doesn't fit that, nor does the stopper.
The millefiori and vines combo just feel too "graceful/delicate" for Murano pieces.

I also own a paperweight and have seen a few vases with the same signature. All dated mid 70's - early 80's. I believe it is American.
