Title: Can anyone ID this decanter please?

Hi.  Hope someone will recognise this decanter.  Tilted design with almost a 'shoe' shaped base (best way I can describe it).  Marked on the base and also on the stopper with either the number 16 or 91 (I think - happy to be corrected on this).  I'm looking for any information - date, maker, designed, country of origin.  Any information much appreciated.  I have 6 images so I've done two posts for the same object.  Thanks
