Title: Light blue, optical ribbed (horizontal) vase with flying bird engraving ?

I thought this might possibly be Scandinavian. There is quite a bit of age to the base. 18cm in height . Light blue tint .No pontil mark . 7 horizontal optic ribs . Any idea on age/maker  please ? Thanks for having a look. Ta, Mike
