Welcome to the board. Possibly modern and Romanian; we've seen these glass/metal combinations before. Definitely not Art Nouveau. Use cinnamon or something on the sig to bring it out more and try another photo

Here is a recent thread showing a similar item. My post to that thread links to another thread with still more items from the same stable. The source seems to be modern and Romanian, as Christine says, although Hungarian has also been suggested.

I found a whole swag of them on US ebay at one time, identified as Romanian and offered by the same seller (presumably the importer). The signature seem to vary more than the design, so I'm beginning to think it is not a genuine artist's signature but instead just part of the decoration.

So it would be good to see a clearer photo of the sig on yours. Talcum powder also works to highlight engraved markings, although on a frosted surface it is often best to rub some blackboard chalk or soft pencil across the surface, rather than trying to fill the indentations.
