Title: ID etched crystal vase

I've had this for many years but have never been able to identify when and where it was made. any help is greatly appreciated.

I've never been able to decipher it either. It is in a language and script I'm not familiar with. Looks like it starts with a G and ends with a " ten".  piece is very heavy walled "1/4" with polished top and from the weight appears to be lead based glass.
