Title: Candle holder ?

At 1.6 kg its a heavy lump and a similar internal pattern to the early 1974/5 Caithness Cascade Paperweight but there again it had a feel of Scandinavian glass as well. No signature, base ground flat and frosted/matt 16cm tall and 7.5cm dia.
Any help would be appreciated.
