Title: Modern enamel technique

Does anyone know what sort of technique this is? It is a thick, clear glass superimposed on normal blown glass and apparently applied with a transfer.

The name reads Joe Poi**** which doe not google at all OR ring a bell.

Many years ago I had something similar with a Swedish-looking motif - which we have never managed to pinpoint either.
