I know its a real long-shot, but does anyone recognise this signature or vase?

Looks like it could be 'Phillie' 'Phillip' - really difficult to tell, with possibly a date '99'.
Its a nice hand blown vase with pinched sides that meet and touch in the centre. I'll see if I can do a better pic. of the signature :cry:
