I have here a royal mystery at hand. Small black pressed glass tumbler or cigarette holder from the 1920s - at least that is what the style suggests.
The style is very much Amsterdam school, but the coat of arms is not Dutch. It is the Belgians who wear their orbs on their heads.
Now completely unable to make orbs or tails from this item, I cannot imagine whodunnit. Can you?

Could it be a stylized version of the East-Flanders crest in Belgium or Noord-Brabant in NL?

Good thinking! East Flanders does not have an orb, but Noord-Brabant does. I'll see if I can get deeper into this...

The Bulgarian coat of arms is similar in layout, it has got an orb as well but it's half hidden :D

It seems unlikely, the Bulgarian orb. As for maker, it just screams Leerdam but it is not in any of the books.

Sweden also has this orb and the lions either side with tongues but they are faced away not in.
Wondering what the animal is that is standing on it's head?
Is it a bear?

Sweden and Georgia.
Georgia's lions face the right way and have tongues sticking out but central shield is different.

mm,looking at it again,I think it is a bad mold and the animal inside the shield is in fact the right way up and a rampant lion as well actually. Sorry, I just looked at it and it looked like a bear on it's head :-[

and agree with Anne that Bulgarian looks closest if the poor animal in the shield is a lion.
Do your lions either side have little crowns on their heads?
