Ha ha, just found her in "Chance Expressions" p.72.  Nearly had me reaching for the thumb screws ;D  Good find.
It didn't come attached to a large thing with four wheels by any chance?  Five, if you count the steering wheel.

Unable to fully translate the Latin, and only got this far:-  ... excellent ... rightly done ...

No Roller I'm afraid and my Latin is not so good, 14% was what I scored in the last exam I took !  ::) ;D ;D

An internet Latin dictionary (http://www.latin-dictionary.org/) says the text means:

Whatever is rightly done, however humble, is noble
