Title: pepper pot? part of a set?

I bought this small bottle on ebay because I was so curious to see it up close. Not as interesting as I thought, moulded with a seam. Looks like it's part of a set where it goes against another item. Has not had pepper in it, if it ever did, any time recently, in fact, it looks like it had water in it as there's a water line but that could just have been by neglect. Anyone any indeas? thanks
