unsure of where to start. it stand 13" tall with a 3"base.. the glass does look attached or fuzed in the neck.thanks for your help

agree, I'm with you - I wouldn't know where to start either ;)
I could be wrong, but your 'fuzed' neck looks to be some variation on the 'half post' method of strengthening a container by re-dipping the gather after the initial blowing. Sometimes referred to as 'German half post', as it is/was believed to have been a method developed originally in Germany some centuries ago.
I've no ideas as to the origin or age of your 'decanter' - I'd probably end up knocking it over - it looks far too unstable - but believe that this method of construction has been used on and offer up until the present day, although originally it goes back into antiquity. It may possibly be a feature used to imply age on something that doesn't have any.
The extent or otherwise, of wear, may be the only way of determining age, and even that might not be infallible - let's hope others here might have something more useful to add :)
