Title: Spatter Glass Decanter with Flame Stopper, Mica Inclusions

Please help me identify maker and vintage.  I cannot find anything quite like it on the internet.  I'm thinking maybe Bohemian or Murano, 1890s?  But that's just a guess.  Has a rough pontil.
