At first i thought this a modern party light candle dish but looking close it's well made, has a huge amount of base wear and it's not that heavy and numbered to the base, i'm guessing maybe from the 30's?.
3 inches in height and 4 1/4 inches in diameter across the rim.
Any thought's welcome, regards Chris.

From the fine bubbles it looks like schaumglas. I'd be thinking Loetz or WMF as likely contenders :)

Those were my first thoughts too, but when I enlarged the pics, I noticed there is "something" about it that reminds me of those jugs with the integral handles formed by cutting the hot glass of the body, often attributed to Moser or Ruckl ???

Thanks both, i wonder what the number is for, pattern maybe, i like the way it has been crossed out and another one put on.

I was looking at Loetz 'signatures' the other day and saw one entry that reminded me of the mark on your bowl Chris, scroll down to "V. Etched Silberiris Marks": http://www.loetz.com/identifying-loetz-glass/signatures-and-marks

I would think rather WMF Ikora than Loetz. :)
The crackle structure in Lötz is usually much thicker, and green would be an uncommon (though not impossible) colour.
Schaumglas comes in quite a limited variety of shapes, and this bowl doesn't really fit.
The base finish unfortunately is almost identical for both makers.
The number might be a pattern number, but unfortunately I don't have my Ikora book with me to check...
Here is a pic of a small red Ikora vase I own, which IMHO shows an identical technique to your bowl.
