Looks like it could be Mayal Ward. A very well known California paperweight maker.

Yes it most definately is MAYAUEL WARD's work. Here is another shot of a signature of a weight we own purchased directly from him, and here he is at a show in New Jersey, USA that we attended and purchased the vase he is holding.
