Title: Help identify Czech (?) glass vase

To all Czech glass experts - I bought this beautiful vase in the Czech Republic and was told by the seller it was Czech glass but she knew nothing else. The workmanship is wonderful particularly where the yellow glass cone meets the black glass.your help would be much appreciated in identifying the glass works and if possible the designer. Thank you.
