Title: Green Vase 7.5 " high, 6.5" wide with 1 inch nobbly clear glass stuck to outside

Green Vase 7.5 " high, 6.5" wide with 1 inch nobbly clear glass stuck to outside

I just bought this vase and someone spent a lot of time grinding out the bottom as can be seen from the picture.
No other marks at all.
Any ideas who made it?

Reminds me of a piece I have that was i.d'd as Hospodka if I remember right  ::) ;D
