Title: Blue pressed glass tumbler,vase,goblet? Mid 19th century European?

Bubbles and impurities embedded. Curiously the foot ring is ground and polished in a concave manner, not flat. Possibly done to erase tool marks from " gadget "used during fire-polishing. Non lead glass and most likely not USA . Although size is correct for " spoon holder " made in USA, 13cm tall- 5 1/8 in.
